Alicia Kutzer is a managing partner of Kutzer Law Firm, LLC. She focuses her practice on corporate and transactional law, nonprofit governance, administrative law, and health law, with significant experience in constitutional law, criminal defense, complex civil litigation, contract disputes, and trusts and estates. She has represented clients in all stages of litigation and appeal. She routinely advises nonprofit and private sector clients on regulatory, transactional, dispute resolution, and complex governance matters.
Her extensive legal experience spans over a decade and includes presiding as an Administrative Law Judge for Pennsylvania’s Department of Human Services and serving on the Luzerne County Board of Arbitrators. Additionally, Attorney Kutzer served as an Appeals and Post-Adjudication Officer and lead attorney on a diverse range of Medicare matters for the federal government, including issues regarding fraud, due process, and program integrity.
She was commissioned to author several accredited course books focusing on Medicare and healthcare provider regulatory compliance matters for one of the largest healthcare educational organizations in the U.S. In addition, Attorney Kutzer has delivered week-long credentialed seminars to physicians, attorneys, administrative law judges, and healthcare administrators across the country.
Attorney Kutzer is the primary contributing writer for America’s Future books, “Exploring America’s Founding Documents” and “Understanding the Separation of Powers Principles.” In addition, she has written extensively on a wide range of legal topics including agency law, constitutional law, parental rights, administrative law, and healthcare regulations.
She is admitted to practice law throughout the Commonwealth of Pennsylvania and in the United States District Court for the Middle District of Pennsylvania. She received her LL.M. in Corporate Law and Finance from Widener University School of Law in Delaware as well as her Master’s Degree in Healthcare Administration from Pennsylvania State University.
Mark Kutzer has been practicing law in the Wilkes-Barre/Scranton area since 2010. He has extensive experience in the practice areas of Personal Injury Law, Workers' Compensation, Estate Administration, DUI Defense and Family Law. He regularly appears before the court, and is committed to vigorously protecting the rights and interests of his clients.
As part of his personal injury and Workers’ Compensation practice, he works with insurance companies across the country and is dedicated to providing responsive and cost-effective representation. His family law experience includes guardianship, adoptions, child custody issues and divorces. In this area of his practice, he assists clients in navigating through the complex and delicate matters that often arise in family law matters with personal attention and compassion. He has significant estate administration experience helping individuals and families deal with the death of a family member.
Attorney Kutzer earned his J.D. from Thomas Jefferson School of Law in San Diego, CA; an M.B.A. from Wilkes University with a concentration in Accounting and Finance, and a Masters in Healthcare Administration from Pennsylvania State University. He is licensed to practice law in Pennsylvania.
